Speaking to a group of trucking, logistics and technology industry executives at SMC3’s annual summer conference last Thursday in Coeur d’Alene, Idaho, Federal Motor Carrier Safety Administrator Anne S. Ferro said that new cross-border trucking program with Mexico could be in place within two months although she added she doesn’t expect a wave of Mexican trucks heading for the U.S. border. Anybody been following the comments, or lack of comments over at FMCSA concerning the proposed cross border pilot program with Mexico, that would finally allow the United States to come into compliance with our obligations under NAFTA? For two weeks, comments languished at 50, including supporting documents posted on the site. Today, that jumped to 118. Not surprising in and of itself, except for one thing. Friday, the FMCSA RELEASED CROSS-BORDER TRUCKING PILOT DETAILS and the reaction was basically “so what’s new?” except amongst the usual suspects who object to anything concerning Mexico. The Mexican government apparently is damned serious about trying to force the U.S. government to present it’s intentions in regards to the cross border trucking controversy. Sources close MTO have indicated that Mexico is considering rotating its list of U.S. products subject to retaliatory tariffs by early 2011 if the Obama administration fails to present a proposal for resolution of the cross border trucking provisions that would provide Mexican carriers quid pro quo access to US markets. In what can only be described as political pandering in an election year, and with the backing of a coalition of mega trucking companies, Senator Mark Pryor (D-Ar) and Lamar Alexander (R-Tn) filed a bill known as The Commercial Driver Compliance Improvement Act (S. 3884) The bill, if passed, would require universal installation of electronic on-board recording devices for commercial motor vehicles. It would force the Department of Transportation to issue regulations within 18 months of the bill’s enactment, as well as setting design and performance standards for the devices. In a recent post,  I commented on allegations made by OOU President Dan Little, accusing FMCSA of falsifying CVSA inspections records for Mexican motor carriers. Mr Little took it upon himself and his organization to respond to that post with the records of 13 “randomly” selected Mexican carriers from the FMCSA SAFERSYS database. The bus belonging to TIERRA SANTA,  that rolled over on a busy interstate outside Phoenix, killing six people and leaving 16 others injured early Friday, is now being used as an example by opponents of allowing Mexican trucks on our highways (although they’ve been here for decades) and in others are using it in their vile opposition to reforming immigration and as an opportunity to bash Mexicans.
