Amendment #2797 offered by Senator Dorgan (D-ND)
This amendment would halt a pilot program that allows trucks originating from Mexico to enter into the United States and make use of its’ roads.
Vote: 74 (Y) to 24 (N) - This amendment was agreed to.
It still has a long way to go before being law and it must have the President’s signature.
But I question the wording of the amendment and ask myself if the amendment comes too late.
“None of the funds made available under this act may be used to establish a cross-border motor carrier demonstration program to allow Mexico domiciled motor carriers to operate beyond the commercial zones along the international border between the United States and Mexico.”
And that’s it boys and girls. The program has already been established and in operation. And before this gets to the President, well, you can guess the rest.
I can also forsee a Court challenge should it go further.

Does this then go to NAFTA courts? Wasn’t there already a judgement against the US on this?

There was a judgment against the U.S by some arbitration board ruling the U.S. must abide by it’s commitment under NAFTA. The penalty is I believe, $20,000,000,000.00 ( for those of you ahaking your head at all the zeros, that is TWENTY BILLION taxpayer dollars)
What will be interesting is if Bush signs this bill into law, the funding for all the additional truck inspectors, inspection stations along the border will be cut. Kind of flies in the face of the oppositions claim that this is about safety and compliance doesn’t it.

Also I have read, but haven’t been able to confirm, that the judgement fined the US 2 billion/year, possibly retroactivly, which to date Mexico hasn’t persued. If I can find confirmation of this I will post a link

I appreciate it. It was a NAFTA arbitration panel that made the ruling. And it will be our tax dollars paying the tab. People don’t think with their heads, only their stupid little prejudices
